Paid for Etsy Boutique Order on 2/17, Item Never Sent

I used PayPal to pay for an item I ordered from Boys N Bows Boutique on Etsy. I placed the order on 2/17. The shop owner, Jennifer Arrighi, has never responded to my many emails. I can see that my item has not been sent. I want my money back. I reported this to PayPal, but they too have not contacted me. How can companies get away with this fraud? No one responds, and I am out of my money.
