Pharmacy too busy to answer the phone or fill prescriptions

The only Walgreens within 20 miles of my home is unreachable by phone, and tells me the soonest a script will be filled is 4 hrs. This has been the case 10 times in the past 6 months. I've overheard their conversations when waiting to pay, saying regarding people in the drive-thru lines "here comes more, I'll wait 10 min. That should get rid of some of them." I've heard the head pharmacist actually say about people in the drop-off line "did you try telling them it'll be at least 4 hrs., that should run most off." These we're on separate occasions, morning and night, & not during rush hour. They close lines all the time, and will make everyone go through the cashier whether dropping off or picking up. I feel like I'm in a third world country or a dictatorship & I have to plead to get service. There's got to be guidelines or boundaries these people operate under, but how can I report them?
