Closed Dispute Over 148.10 Shoe Order That Delivered a Sponge

I placed an order online for Anne Shoes. It turns out that this is a scam company operating out of China. I purchased 3 pairs of shoes for 148.10. I received a small sponge from them several weeks later. That gave them the tracking proof. I lodged a complaint with PayPal, and they "investigated." They indicated that I had received my package, and the case was closed. I could not reopen it and was never able to get anyone by phone, and I appeared to receive automated PayPal responses. I believe that PayPal operates in a fraudulent manner.
