No conviction

I have been without a licence for almost 4 years now thanks to the Safety Council. Back in Sept 09 I got pulled over for speeding, did not comply (breathalizer) and was arrested on a DUI. ONE YEAR AND TWO MONTHS LATER, this case still did not get to court (appears that the initial officer, the one who clocked me speeding, could not be found... However since it was over a YEAR I needed to get my licence back... Upon the insistance of Safety Council, DMV and my own attorney (keeping in mind that NO conviction, nor any decision was ever met in this case)... I did what I had to and entered their (Safety Councils) classes as a SECOND OFFENDER (although there is not ONE DUI on my record). SO I completed the classroom requirement (12) was reissued my licence, and then was told by safety council that I needed some 20 hours of outpatient counselling.in THE INTERIM 4 this case finally made it to court and NO CONVICTION, THE ENTIRE CASE WAS TOSSED DUE TO LACK OF PROBABLE CAUSE. SO then I go back to the safety council and inform them of this NO CONVICTION..."oh too bad" they insist that I have to do this 20 hours of out patient counselling (once again not ONE DUI on my record)... Since then I have written the state, the dept of justice, the ACLU (since when can I be forced to comply with anything when this state had NO right NOR reason to stop me). Back in Sept of this year I had an attorney call the safety council and once again was told that I had to complete the 20 hours. What a load of crap... No dui, no conviction and still without licence. And better yet class 2 offender... Wtf?
