Paycheck late

I was a holiday employee at MACY’s and I should receive my last paycheck on Feb. 3rd, but I didn’t. I called the human resource department on Feb. 6th and they promised send me a check in 10 days (should be on Feb. 16th). Now it is Feb. 24 and I still haven't received a check. People suggested me to report the employer to the government. Any advice?
