Internet purchase a possible scam

On Aug 25 I requested two 2 MHz signal generators in the site www.kitsusa.net to get a whole of $379 and compensated by CREDIT. I instantly obtained what seemed to be an automatic reply confirming the purchase. Today 30 days later I still haven't gotten something. I've today realized that the reaction mail includes a hotmail address which the contact phone number is just a 900 amount (where you receive billed?). And so I wonder basically have now been scammed.
