Sent wrong merchandise, no contact phone number, ignored e-mails rip offs

Ordered a particular brand and scent incense from Mobeius enterprises LLC on 11/26/08. After 2 months, I received a package from this company. When I opened it I found a totally different kind and brand of incense than I had ordered. The invoice showing my original order was in their along with a hand written note stating "Item discontinued my manufacturer, stock exhausted". It explained they took it upon themselves to send me different incense, saying it was of similar aroma and quality. I tried it and didn't like it at all - not even close and not what I wanted. There is no contact phone number on the invoice, web site or directory assistance. I e-mailed them expressing my dissatisfaction of the product they sent. Also displeased that they made the decision to substitute without contacting me for approval. I requested a full refund including shipping costs and offered to return the goods at their shipping experience. They did not respond to my e-mail. I contacted pay pal, which was the method of payment I used. Pay Pal stated that because it was over 45 days since Mobius had been paid - there was nothing they could do except to just send a letter. Again no response by Mobius. I e-mailed Mobeos a second time on 1/31/09. But again I have gotten no response. The amount I paid for the incense was$20 the shipping cost (which was inflated) was $14.09 and tax was $1.62 for a total of $35.71. Since that time, I have ordered the same incense from another company and received the exact incense I wanted within 3 days from the day I ordered it and shipping was only $5.40. Note the incence I had origonally wanted was hakubal lotus which I found out was indeed discontinued, If Mobeos contacted me with this information I would not have agreed to a substitute and would just have gotten what I wanted for a store that still had some in stock - which I did find
