Illegal & Unathorized deduction from bank account

I requested a film in December and also have experienced $19.95 plus an addidtion worldwide charge of 60 pennies taken each month since that day taken from my charge card bill. I never approved this and that I believe that it is an illegal fraud. Last month I named the phone amount of 866-5668437 to stop it and have to get a return. To my shock, it seemed on my bank record again-this month. I called again plus they explained they might guarantee me this could be terminated. There is no reference to a reimbursement, however it results in a great deal of cash.
