Wasn't Paid rebate

It got me over annually of creating purchases online before I "qualified" to get cash from Ebates. Our whole I'm said to be compensated is just a small over $28. I had been said to be compensated on Feb. 15th based on their recommendations. Feb. 15th arrived and went and that I received no cost. Then today I examine my consideration on Ebates also it claims I had been compensated by Paypal about the 19th, but I never received payment from their website.
