No refund!

I bought a purse about the ioffer website from the vendor named Jayde clothing in 08. Product wasn't as explained. Delivered Product back and that I never received reimbursement. I submitted a challenge with ioffer. The vendor hasn't answered and ioffer has been doing nothing to assist the problem. I've submitted a using the BBB, but again the vendor didn't react.
