Ripoff dishonest fraudulant billing

I had a problem with an ebay sellers product. I bought and gave her a negative rating. She contacted me to refund my money to me if I changed her feedback from negative to positive. I said I would be happy to do that which she requested.
Then she came back and said we had to go through a mediator to have the feedback changed to positive. I used the mediator that has I believe a contract with ebay.
Half way through the mediation they informed me that I would be charged 20 usd for their service. I immediately cancelled the process and they still charged me 20 usd. I got ripped off by this company because of their dishonest practices of doing business.
