Has a hidden handling fee, despite clearly saying they don't

I tried to sign up for their online traffic school because I got a traffic ticket in Los Angeles.

The site says "No hidden fees" and "FREE CERTIFICATE" and "The Court requires the school to provide each student, upon successful course completion and at no additional charge, notification of course completion." Despite this, they charge a mandatory $5.95 "Processing and Handling" fee.

I tried to sign up and entered all my information and went through the whole process. At the end of signing up, they try to charge the fee and if you don't agree to it, you can't sign up.

There are other online traffic schools that don't do this. I found one for $13.50 and would list it but I don't want it to look like I am shilling for them.
