Charged for services not rendered, ignoring all emails and phone calls

Took the online traffic school because of a speeding ticket. This company offered to mail the certificate to the courthouse ($10.00 fee) and provide me a traffic history report ($19.99 fee.) The certificate was not mailed to the courthouse and I never received the report. I have left several e-mail messages and even more voice mail messages. No response from these people.
