SBC - DSL - SBC Ripoff changes it privacy policies breaches terms of service contracts abuse of its customers FTC regulation needed

SBC dsl services are often sold with a 1 year term of service. I recieved an email from them today stating that they where unilaterally changing their privacy policy, allowing them to distribute their customers private information to companies within their corporte group for marketing purposes. For a corporation to unilaterally change their contracted terms of service and freely distribute their customers private information is an abuse of the consumer that the the FTC is tasked to prevent.
Contract law does not allow private parties to unilaterally change the terms of a service contract, so how is the same behavior acceptable when a corporation perpetrates it upon individuals? SBC's buisness practices should be a point of interest and action to the investigators of the FTC.
This is far from the first time SBC has been a ripoff for me, and I am clearly not the only one. Our governmental system has a division tasked with protecting consumers from the abuses of corporate titans of SBC's ilk. Why have we heard nothing from them?
