Stuart Rowlings Ordered a web site and refused to pay

Emma Cooper advertised on Anglo info web site for a web developer. I submitted a proposal and was awarded the contract. We agreed pricing of 14000 euros to be paid by direct debit at the rate of 1250 euros at the end of each month.By the end of March, she stated many times she was very happy with the work but was unable to pay on the agreed date because of some delay in her getting funds. I agreed to carry on working. After a few more weeks, excuse followed excuse and it became obvious that I was not going to be paid. I turned the site off. At this point I issued a final invoice which she agreed to pay. She then disappeared and did not answer my emails or telephone calls. Eventually in mid June I spoke to her husband (Stuart Rowlings) who said he did not like my work and was not prepared to pay. After several acrimonious telephone conversations it became obvious to me that these people are con merchants who order things with neither the ability nor intent to actually pay. They are to be avoided. I did over 250 hours work for them for nothing.
