Out right rip off. Stolen credit card

I recently moved to southern california. Decided to get some simple internet service at apartment. Talked to a gentleman who was in India. After we worked out the communication details we went on to agree to a simple 34 dollar a month service. He seemed very polite and informed. We worked together well and he explained all the details. He went on to say that for new customers, a 45 day billing was used by time/warner. I was thrilled. He also stated that it could be 43 days to 47 days before I received first bill. I was very pleased and thanked him. A couple hours later the same day, I checked my bank account and found an $87 dollar charge from time warner and a $74 charge from an online company in southern florida. The time warner gentelman asssured me repeatedly that my card number would go into a secure file and would be charged 45 days from now. I was furious and was in a bad spot due to these withdrawals. I got zero help from tw. I had to cancel my bank card. I'm still waiting on a new one. I couldn't find info about this florida co. I feel I was totally stolen from and I can't believe a company of this size is allowed to operate like this.
