Billing Scam, Charging Money for Turned off Phone Lines

Itp voip, inc. Has been charging me $15 per month for a phone line that has been disconnected for 6 months, and now they're threatening me with collections letters. They've been sending me collection notices every month, which increase by $15 every month for a phone line which does not work, and have been sending threatening letters from their "law firm" saying that they will take action against me if I don't pay them $75 for 6 months of service on a phone line that is turned off.
These scumbags are a total joke, deal with a reputable company like Vonage or just use Skype.
