Cahrged without permission

I was looking at the website, filled out my info, then the website kicked me out so I went back in. It asked me to login but I never had the chance to set anything up because it kicked me out. I went about my business and the next day went to use my card... It declined! I was like no way because I have $100.00 should be no reason. I checked my balance and found out about the $99.00, I was was mad about it. So when I called them to get my money back the customer service rep tried to up my bids for free but no refund... I explianed I wanted my money back so she kept giving deals until I got really mad and she refunded half my money, by then I was so pissed that I accepted the offer and going about my life... It's crap.
