Promotional rate never applied to bill

I started DSL service w / ATT in August of this year. When I signed up I agreed to a rate of $24 dollars a month. I got my first bill and the rate was double ($48). I called and they said to just pay the bill as the promotion takes a couple of billing cycles to kick in. I did and it is now month 5 at the $48 rate. I have called the company several times and no one at the company can verify my original agreed upon rate. They said they can transfer me to that rate now but I am out the difference ($24 x 5 months). I think this practice is deceptive and I want my account credited.
