DSL Service is always down Chicago Nationwide

SBC is the one and only company that can provide my company with internet as of right now. Cable has not crossed over the streets-and most likely will not ever.
SBC's DSL is horrible. It goes down at least once a day during business hours, our internet turn-around time is incredibly slow-not as slow as dial-up but not too much faster-, and all their customer service representives have broken english so that when something does happen where we cannot handle it, we have to ask for the same sentance repeated multiple times before we can understand what it is that we're supposed to do.

No refunds are ever made, and no technician has ever come out to check the lines.
