Ebay Ripped me and some other people too ripoff

I bid on an ebay auction for a $100.00 Walmart card on ebay. I won for $86.00 including shipping. Thirty days was required to wait for the card to arrive.

After 30 days, I received an email from the seller telling me that the card was sent. It was never received and actually never shipped. He did this to others at the same time, then bailed on ebay.

I had paid by PayPal which requires you report a ripoff within 30 days of end of auction. PayPal allowed his auction to be insured even though there was no way a claim could be filed within the thirty days.

I claimed with PayPal and was of course denied.
