Set up a bogus account charged my account for 18months dulles virginia

I was charged for 18 months by AOL for an account I never had.in fact, I didn't even have a computer. I could never get any information about who is in charge of this company. I was transferred to their own fraud department. These people are criminals. Why aren't they behind bars?
