Scammed a unemployed mom AARP member, 491.00 from my credit card. Requested Refund, they said no

Scott Honda called said they could help me drive traffic to my site and cost would be $1,400.00 and 79.00 recurring monthly to make sure it running fine. He was a con artist, he spoke so well that he convinced me to think about it. Called me back said that he would take part from my credit card. 10/13 245.00 was taken from credit card. Asked him to stop credit back he said no.
10/14 another 245.00 was taken T - $491.00. I am now 201.00 over my credit limit because of this unauthorized transaction. Finally they said they cannot give me back my refund and that my credit card company has to request a charge back and they will not fight it. As of today 10/31 nothing credited back to my card. Card company says they are still reviewing the dispute.
