This is only possible in the case of tangible objects shipped to an address. That means if you are a merchant of a service, and deliver the service as promised to the customer, they can still go ahead and demand a refund, and they will get it, leaving you high and dry with no recourse, for no reason other than that customer knows this and wants to scam you, or they just don't feel like paying even though they know they got the service from you.

In fact, PayPal will allow customers to reverse a payment to you MONTHS AFTER THE FACT! And no proof is required from the customer to request that their payment be reversed. Merchants of services will continue to be ripped off until they change the terms of what must be submitted to dispute a customer's request for a refund. Doesn't it occur to them that the merchant of a service does not have a U.S. Postal Service or UPS receipt?
