VendasOakleyy from eBay Unpaid, deadbeat buyer, won't pay

I sold an item to eBay user "VendasOakleyy." It sold for over $1400 dollars. I checked his account - the account was brand new (created just before the auction closed) and he had no feedback, so I was nervous about the sale.
He asked me to send it first and then he would pay (Yeah right!) Obviously, I didn't agree to that - I reported him to Youtube. They don't care. Obviously, he never paid so eventually I had to relist the item.
The next auction, sadly, it only sold for 800.
At the first auction, I had people willing to pay 1300 for it.instead, I had to resell it for only 800. Basically this scammer cost me 550 dollars.
EBay gives you no ability to leave bad feedback against buyers. His account is still in good standing. If your auction ends with a similar screen name, it is the same guy. His name is JONAS STORCK.
