I was on line, then I get a dialog box saying that my computer was at risk. I either had to agree to let it scan, if not, the screen would not close

I was on line when all of a sudden, I get a dialog box stating that my computer was at risk. I tried to back out of it and when I did, I had these bright red letters on my desktop. I logged off then on and the letters were still there. I had no choice but to select this company to scan and repair my PC at a costly $59.95. It supposedly downloaded the software but I just looked for it and could not be found. How can they do this and get away with it?
