Wheres the DSL thats been promised?

I been with AT&T for over 20yrs, when the first Dial up came available, they gave us it at 2400mps in 1995, well still at this time they still haven't made available to us any other option, the repair man told us all that needs to be done is upgrade a box 2mi from us, Why in the heck in 2011 its still not available, when even the countries in the 3rd world has better service? We have called to complain,

All they tell us that when its available they'll call us, but no need to call them, what kinda of company is this that wont even give the same products as given to areas only 3 miles from us? Are they so cheap that a box wont be upgraded? Only other option is to go with a rapest company like Hughes who charges $78 a month for limited use of 250mb a day then they shut you down, while AT&T if they make DSL available, charges 20 a month, man I would do flip flops to get anything I could watch real time or a radio station
