I got a suprise 99 euro charge for a service i never recieved!

I logged onto my bank account today and found the balance to be negative 80 GBP, i freaked of course. The payment was to a direct debit, the only direct debits i have willingly agreed to are not due for another two weeks so this payment confused me!
I did a bit of research and traced the direct debit to paypal, and was shocked, paypal has never given me trouble before! But by a cursory glance at my recent paypal payments i noted that it was usenet. Nl that had pushed a 99 euro payment through, one that i couldnt afford so my bank went into unarranged overdraft.
Usenet will not get the money because the transaction will be bounced back and i have cancelled the direct debit and stopped them from being able to get payments through my paypal. Victory? No. I will now be charged a hefty fine from my bank for going into unarranged overdraft.
I wouldn't mind, but i do not recall authorising usenet. Nl to take payments out of my paypal without my consent. And i was never given the option to change to the scheme of monthly payments which i could afford, not that i would as the usenet system was awkward and i never used it, thinking 'well it was only a euro and worth a shot' now this cost me over 100GBP, I am being charged for a service that never worked!
This is just not on!
