E-Bay policy favors ONLY sellers

We purchased a car cover from a company identified as Covershields. Twenty-one days after we placed it on our truck, it unraveled. We contacted the company but they wouldn't respond. We had Mastercard process a credit, so we're not out the money we paid.
The problem is with E-Bay. A purchaser cannot enter negative feedback if the problem occurred over 45 days after purchase.in other words, if a seller can hold out for 46 days, they can continue to sell defective mercandise, presumably under different names and at any price for as long as they wish with NO consequences from E-Bay. I think brick and mortar stores have little to worry about if this is going to be the cust assistance policy of online retailers.
