Poor web programmmer - web programming

I have been dealing with Robert at winwinhost for a while. I started using him, because he was inexpensive. At a certain point I fired him because of VERY sloppy work. He said he would do better and asked for a second chance. I gave it to him and he was even worse the second time. Plus he billed me for work that he did not complete. I have ALL the documentation to prove this. I will be taking him to small claims court to get my money back. Do not use this person. Ever. It will cost your company.
