Hotel-board.com fruadulent pre-booking of hotel rooms not known

We booked and paid for a hotel through www.hotel-board.com only to find on our arrival at the hotel Thon Opera, Oslo, Norway, that the reservation had been cancelled and no money had been sent to the hotel. We therefore had to pay the hotel again in order to stay there.
The booking was made through PayPal as a "secure" way of payment, but was carried out as a debit to our bank account rather than through a credit card which, with hindsight, we should have done.
I cannot locate hotel-board, although there are rumours of an address in Reading, U.K., as well as possible addresses in the USA, Canada and / or Australia.
The fact that their website is still operational clearly points to a fraud, especially if you look at consumer websites like tripadvisor.com where there are pages of complaints similar to mine.
The objective of this report is to try to track down the perpetrators of this evidently large scale fraud, to bring them to justice and to close down their web site.
