Unbeliveble Scam

I've been offered a website design by LOCAL SPLASH company. They promised me a professional look of the website with all the written information and pictures I provided. Also, the website suppose to be on first page of google site. The person I spoke -Andre told me that if I will not be satisfy I will get my money back. Two days later I called the customer service to find out if they received my email with all the information and pictures I emailed them. I was informed that everything will be include it in my website. After tree weeks they sent me very unprofessionally looking website without any of my information and pictures. Also, I couldn't find the website on the first google page.
I called Andre but he never called me back. I spoke with another person named Brian who premised to fix the problem within tree days or I will get my money back. I called him many times. He also never return my phone call. Today they tried to charge my credit card again for another month. I called Local Splash again and spoke with Kelly - supervisor. He told me "that they will not give me a refund. This is a scam.
