ICM Websites This company took my information from somewhere and charged my account for something I did not order!

I called my bank to transfer money from my savings to checking when it said that I had "0 dollars in checking and 23 in savings" This is a credit union account that I don't use that often, but have ordered things from other companies with. I called the number on 5/13/10 and they were very short, said that they would do an investigation and see what the problem was. I called back on the 14th and was told that all the information matched and that I created an account with them on 5/1/10. I said that I was told there was an investigation in progress and the person told me that all information matched and that there would be no refund. I asked what type company they were and they said internet software, that they created websites so that you can have a store. I told them I am a school counselor and don't need a store and currently working on my clinical license and plan to write books. I didn't order a website and don't need a website. He said that my case was closed and there would be no refund. I had an appt., when finished with that I called back for a manager named Matthew, who told me that as a courtesy I could get half of the money back. I told him I wanted all of it back because I did not order anything. I read consumer complaints and saw where many people did sign up for a trial offer and then were charged $139.00, then I found one with the same story as mine, never ordered anything and was charged by this company, also offered half refund. How can I get a refund? I emailed my credit union to cancel the card, and send a new one.
