Phpmonster lied on advertisement to sell half-developed web sites ran thru a hits generator, denied refund and continued charging w/o consent

Iavor Dekov... Aka, varna 77... Aka, turnkeywebsites... Now, phpmonster.com is a liar and swindler. I purchased an "all ready developed" web site. The site turned out to be a half completed web site that had been run through a hits generator with a drop shipper for pet supplies that charged 25% more that the petsmart down the street. I contacted him and he ignored me. After leaving negative feedback I received the following:

First of all I want to thank you for your reply. Please just send me the paypal transaction numbers for the refund.
Please post the following message as a follow up

"Bad feedback left by mistake. Everything looks great. Outstanding service. Sorry"

I added the reply to the feedback (although it was a lie) and never received my refund. I was stalled out until the time period had exhausted and I no longer qualified.

My fault, I get it. I took the whopping and figured at least I would never have to deal with him again... Wrong! I just received another charge a year later for the hosting that was supposed to be canceled. Once again, he's a ghost in the wind. No wonder this guy had to change his business name. His business practices are despicable. Do not give this guy your money. I have all emails saved to support this all, so if and when he replies to this that I am probably a competitor trying to ruin his business (like he has on his other complaints), don't believe it. He's just a bad business man that does not deliver his product or live up to his promises.
