Loaded a program that i couldn't use or need and it was rempved by service tech

Apparently a pop-up and I bought it but didn't really want it. Had computer to a tech for work and he removed it as not needed. Now trying to get the $39.94 removed from credit card. DISCOVER WON'T DO ANYTHING UNTIL I contact the company.
