Charged me $39.00 twice and i have no idea why new york

I received my credit card bill and found 2..$39.00 charges from Safe Cart. I have no idea who they are, how they were able to charge my card, why they charged my card, when they will credit my card with $78 and what company they work with so I know not to do business with them either.
