Services didn't work

I bought a service from this website in January. The cost was $398.
All looked positive. The owner of the services also assured me that it will work.
There is a policy that guarantees a recast. I used a recast option because:
1. Money were already sent to Sweden which is a different place from where she - Deborah - resides and if you use Western Union, you cant claim the money back for a service.
2. The owner assured me that the recast of her service will bring results in 3 weeks and she is sure of it.

The recast did not bring results and all I can report is that I lost $398 I can't claim back.
I can't report any positive changes / improvements and it was wasted money.
