Return of item but the full refund was not given. That's fraud

I requested a set of slippers at $21.94 from their store that have been also little. I delivered them-and they returned only $9.97. I settled the return shipping in a simple $3.09. They short-changed or even to place it more properly robbed me out-of $11.97. They don't reply their telephone number.intelligent not believe? It's best if most of US having a problem statement each one of these towards the Better Business Office. Get do it.
