Charged me for a service i did not order? Internet

When I got my phone bill from the local company, Verizon, it was higher than usual. I looked and a company called USBI had charged me $17.91 for a long distance service.
Since I already had a long distance service I called them. They said that I ordered it over the internet. I have never ordered anything over the internet so I knew it was a FLAT OUT LIE!
I was told to just deduct this from my phone bill and tell them that I cancelled the service. CANCEL THE SERVICE? I never ordered it to begin with.
This is definitely a RIP OFF COMPANY at work.
