Charging fee without permission

I'm being billed websites costs TWICE PER MONTH on my charge card from Netscape, after two efforts about the telephone as well as in email to stop my bill. I did so contact my charge card organization and ideally this can quit.netscape's target they record on the site isn't LEGITIMATE.
