They scammed me out of $4000. And will not refund it

In March I had a call from Brandon Boyd between 6 and 7 PM. He told me about their company, Mahibay, and that they would set me up with my own website and help me build a business. I listened, told him it sounds okay but I could not afford it. After I told him about three times I could not afford it, he said it would cost me nothing until my website was up and running and they would help me every step of the way to make money on the site. He said they would not charge me anything until they had the website up and running and then it would be $4000. And a $50 a month website fee.

I told him to go ahead and set up the site and I would call him back in a few days to look it over and either pay for it or cancel it.

That night after I went to bed, I got to thinking something did not sound right about this, so I called the next morning at 9:00 am told Brandon to cancel this. I had time to think about it and decided it was not something I wanted to be involved in.

He got mad and said they had already worked for hours on my website and they had charged my card $4000. Via a check signed by them.

I told him to refund my money and he declined to do so.
I live in the State of Washington where it is the law if you do business in this state a person making a major purchase has a 3 day cooling off period. If you decide within 3 days that you made a bad purchase you can get it cancelled under this law.

Also I was supposed to sign and fax back an agreement to Brandon signing this contract with them, which I never signed and returned. So they have illegally taken $4000 of my money and refuse to return it.
