Gnut6211 Debbie Bozarth A Brides nightmare, No wedding dress and no refund

In January I went on ebay to find a wedding dress. After looking at hundreds of wedding dresses i came across the dress of my dreams. The seller was Debbie Bozarth, and she was selling many different wedding dress designs, all made to your messurments. I made an offer of $199 american, and she acepted it.
She told me to email her my messurements and that once she received my payment through Paypal that they would begin making my dress. I was told it would take about 30 days to receive it.
It took just over a month to receive my dress (also my dress came from Hongkong, i did not know that at the time i purchased my dress).
When i took it out of the box i was stunned, it was nothing like the pictures or how they described it at all. I emailed Debbie right away and she told me that i could send it either back to hongkong or to the states and she would get her people to fix it right away and send it back to me free of charge. I decided that i would send it to the states to get fixed and mailed it to the address that she provided me.
I was told that my dress would be fixed of april 07/09 and mailed out to my on april 08/09. It has now been over amonth and i still have no dress. I started emailing her shortly after april 07 just making sure everything was going as planned and how things turned out. I got no respond from that email or any other email that i have sent them.
I tried going throught paypal for help and through my vista, but because i sent it back there is nothing that they can do to help me. Paypal even did an investigation, and still nothing is being done about Debbie Bozarth.
My wedding is now in less then 3 months and i am out a wedding dress and $206 dollars.
