Ordered ugg boots took money did not delive

Ordered a pair of ugg boots from ugg-world paid with my debit card (which I have now changed) this was taken via paypal, have not received the boots so sent emails, no answer, tried to phone but number does ring then goes onto the engaged tone, so to me this is a site that needs to be removed from the internet, tried to get help from paypal and ebay but no luck, I am a pensioner and can ill afford to lose this kind of money I only wanted a nice present for my grandaughter, please please take note and do not enter this site.
