Will not answer emails, disappeared once they got the money

We bought $500 worth of products from him through paypal. He emailed us saying they had been shipped, we live in Australia so expected a bit of a wait. After 2 weeks we chased him up, asking for a tracking number etc. He replied that he was travelling and would look into it but got no further reply. After a month from when he said he had posted them (the postages should have arrived) we emailed again, he emailed back assuring us they had been posted but avoiding giving any details. We sent an email a week later saying we wanted tracking numbers and documentation of postage within a week and received no reply.
We then reported this to paypal and filed a claim. They immediately dismissed it because it was over 45 days after we had paid him and they will not back us at all, even though we have received nothing. He still will not answer any emails after all of this.
He is watching all youtube ads of his products like a hawk and any comments we leave asking where our purchases are are immediately deleted. Same on his website.
He knows it is hard for us to chase him from Australia, but please help us if you know of any way we can get a refund? Is there a fraud department in the police we can contact?
