Empty Printer Cartridge

Hello,
I ve bought 2 canon CL-31 Color and PG 30 Black inkjetCartridge. When i got and placed in my printer. They were empty on my computer screen (pop up info
on the right side) I said, it s ok. Maybe they are REMANUFACTURED thats why computer makes a mistake however they are run out in a week I have contact to the inksmile company to return the inkjetCartridge.
They have been hassling.
They have said that 'the cartridges have to be at least 70% full to qualify for a refund.'
If they send empty cartridge How do you expect it s at least % 70 is full.
I stopped working with them
I believed that I am ripped off
Do not buy anything from this company
