Ripped me off of a bike frame and parts for 200 dollars a CD player and bike tires

He ripped me off of a bike frame, rims, and handlebars. I sent him 200 dollars, a CD player, and bike tires and havent gotten anything.

Its been 2 and half months since he recieved my money and items and he tells me he's too busy to send the frame and parts. If you can slap some kind of charge on this guys ASS for doin this to me that would be cool because he has ripped off alot of other people and its not cool. Thanks
