"Graphic Designer" operating bait-and-switch payment scams

Mr. Zaki Salehi, operating as "Fastdesigns", contacted me via GetaFreelancer.com to help him do some quick e-mail based design work. The GetaFreelancer system runs on a $30 minimum, and he contacted me via e-mail telling me he could only do $10, so just because the project was fairly easy I accepted. Contacting me via yahoo using the ID ny1111, Mr. Salehi gave me the relevant contact info and then let me do my job.

After doing the job, he told me he couldn't do the job "now", then took what I did for him, re-branded it with his name, and told me he could pay me maybe "monday or tuesday" and the $20 could just go do a "different job". After I told him this wasn't acceptable and he could just pay me the $10, he rambled, then told me he wouldn't do so.
