Took my $997.00 with promise of Web site which I could not ente

I received a phone call from T.J. Rohleder laying out a fancy program and promising a web site. He deducted $997.00 from my credit card and sent info with the website address. I tried to access the site on numerous times with no success. I emailed the company on at least 10 occassions and receiving no reply. After calling 20 or more times and getting busy calls, finally reached an employee on the 21th try and ask for correction or infomation to correct the problem. I was told someone would contact me, which they never did.
Wrote letter to T.J. Rohleder stating the problem and asking for a refund. Response from him was"no longer refundable because the time guidelines has expired." I tried to contact him well within the time line but could not get thru to him with emails and phone calls. Could this be the plan? Do not fall for this ripoff. Jim
