Charge showed up on my AT&T phone bill for something I did not order

I was looking at my phone bill and noticed a charge of $8.43 from Greentree Data. I called the phone company and they said someone ordered this service when in fact nobody had. This is a total scam. When I called to cancel with Greentree they said no problem but I would have to pay the charge that was already on my bill. Scam.
