Running away, but can't hide

This "company" is still up and ripping people off. They have a new address and a fictitious fax number (000-0000). They are moving locations to stay ahead of those who are trying to shut them down.

I have read several reports showing that they send the wrong item (probably the same worthless blue tooth headset) to nearly everyone, then apologize for the error and to please return the item while they send out the right item. They do not reship anything and cannot be contacted again.

They send the blue tooth out by mail with signature required which they plan to use as proof of completion of the order. Does this qualify as mail fraud?

This is the same transaction I experienced, although I have yet to be charged for non-exsistant transactions.
